1604.1. General Eligibility.

  1. An Eligible High School is any private or public secondary educational institution

physically within the State of Georgia and any Home Study program operated

pursuant to O.C.G.A. §20-2-690 and completes the program participation

agreement.

  1. A student who does not live in Georgia may participate in the Dual Enrollment

Program if the student is enrolled and physically attending a participating high

school in Georgia and meets all other eligibility requirements.

  1. An eligible student must be enrolled in an approved eligible core academic area

course(s) in English, math, science, social sciences and world (foreign) languages,

and Career, Technical and Agricultural Education (CTAE) career pathway course(s)

listed on the Dual Enrollment Course Directory.

 

1604.2. Grade Level Eligibility.

  1. A student must be a 10th, 11th or 12th grade student at an Eligible High School,

subject to the limitations set forth in these program regulations.

  1. Students in the 11th or 12th grade may enroll in any approved Dual Enrollment

courses at an eligible participating postsecondary institution (USG, TCSG or

private).

  1. Students in the 10th grade may enroll in approved Career, Technical and

Agricultural Education (CTAE) courses at a participating TCSG institution only.

  1. Students in the 10th grade with a minimum SAT score of 1200 or minimum ACT

composite score of 26 in a single national test administration, taken prior to the

term of enrollment and in the GSFC Dual Enrollment system, may enroll in any

approved Dual Enrollment courses at a TCSG, USG or private eligible

participating postsecondary institution.

  1. Students that were 9th graders during the 2019-2020 school year and participated

in Dual Enrollment funding Program during the 2019-2020 (FY 2020) year may

enroll as 10th graders in any approved Dual Enrollment courses at an eligible

participating postsecondary institution (USG, TCSG or private) for the 2020-2021

year.2023 – 2024 Dual Enrollment Program Regulations Page 7 of 35

  1. Public high school students, designated by their high school, pursuing High School

Graduation Accelerated Career Diploma as of Spring term 2020, may enroll in any

approved Dual Enrollment courses at a TCSG, USG or private eligible participating

postsecondary institution pursuant to their Accelerated Career Diploma.

 

1604.3. Age Limit.

  1. A student must be less than twenty-two (22) years of age on the start date of the

postsecondary term of enrollment for which funding is sought.

  1. A student who reaches twenty-two (22) years of age during the

postsecondary term may complete the term.

 

1604.4. Enrollment Status.

  1. A student must be approved and classified by the Eligible High School or Home

Study program at which he or she is Enrolled, as a Dual Enrollment student.

  1. A student must be admitted and classified as a Dual Credit Enrollment student

by an Eligible Postsecondary Institution through the last day of the Eligible

Postsecondary Institution’s drop/add period in order to be eligible for Dual

Enrollment program funding payment.

  1. If a student officially or unofficially withdraws or drops out prior to the

postsecondary institution’s’ drop/add period, he or she is ineligible to receive

Dual Enrollment program funding payment for that school term. Students that

drop out during the drop/add period are subject to the provisions in

accordance with Section 1612.

  1. A student may Enroll at two or more Eligible Postsecondary Institutions during a

single term. An Eligible Dual Enrollment student cannot receive Dual Enrollment

funding for hours which exceed the 15 semester or 12 quarter hours per term

limit, regardless of the number of Eligible Postsecondary Institutions in which the

student is Enrolled.

  1. Prior to participating in the Dual Enrollment funding Program and as part of the

application process, the student and student’s parent/guardian must sign a

student participation agreement (SPA) acknowledging an understanding of the

responsibilities assumed by the student while participating in Dual Enrollment.

  1. A student must abide by the rules of the Eligible High School or Home Study

program and the Eligible Postsecondary Institution the student is attending, and a

student can be denied participation at any time in the Dual Enrollment Program

for violations of such rules.

1604.5. Length of Eligibility.

  1. A student’s length of eligibility concludes at the end of the term in which the student

has reached the age limit, as set forth in Section 1604.3, or the Funding Cap or

received a high school diploma, a High School Equivalency diploma or completed a

Home Study program, whichever occurs first.

Selective Service, page 9 (and 10):

1604.9. Selective Service Registration.

(Federal Selective Service laws here).

1. A student must be in compliance with Georgia state law requirements of having

registered with the United States Selective Service System requirements, in

accordance with O.C.G.A. § 20-3-519.1(b).

2. Selective Service registration, by required males, should be completed prior to the

program application deadline in order to be eligible for payment for such school term.

a. A late disbursement is permitted if the student meets Selective Service

requirements any time during the fiscal year.

3. GSFC will maintain Selective Service registration or exemption status information for

state aid program applicants/recipients. The registration status will be available to

the postsecondary institution in which the student is enrolled in order for the

institution to determine program eligibility.2023 – 2024 Dual Enrollment Program Regulations Page 10 of 35

a. The Institution may collect documentation supporting a student’s registration

status and submit to GSFC for consideration.

4. Male applicants required to register with the Selective Service System must have a

registered or exemption status on file with GSFC to be eligible for state aid programs

and for a disbursement invoice to be paid.

SB 379 (2022) “heads up” notes sent to GOP legislators on Gov. Brian Kemp’s Registered Apprenticeship Program

Below are the “Heads up” emails and a text I sent during the 2022 General Assembly session to key Republican legislators in an effort to convince them to insert language that would exclude illegal alien employees and illegal aliens employers from the taxpayer-funded Registered Apprenticeship Program created in 2022’s SB 379.
I have screenshots of all of them. I left my many typos in.

* The below email was sent to Sen. Brian  Strickland on Feb 22, 2022 at 9:13 AM. Sen. Strickland was the lead sponsor of SB 379. I did not receive a reply.
Senator Strickland,
I have only glanced at your bill (SB 379) and may have read over or missed language that insures the apprentice workers receiving the benefits of state funds and effort are eligible to work under federal law – not illegal aliens.
Could you please direct me to any such language or briefly explain why this is not needed?

  • The below email (subject line “my first email had wrong wording…” was sent on March 28, 2022 at 2:44 PM to Reps Ginny Ehrhart, Chuck Martin, Rick Jasperse, Trey Kelly, David Knight, and Katie Dempsey

“Apprentice’ means a person who is at least 15 years of age, except where a higher minimum age is required by law, who is employed in an eligible apprenticeable occupation, and is registered in Georgia with the United States Department of Labor Office of Apprenticeship.Does not exclude illegals.

Apprenticeship sponsor’ means:
(A) Any entity operating an apprenticeship program; or
(B) Any entity in whose name an apprenticeship program is being operated that is registered with or approved by the United States Department of Labor Office of Apprenticeship. Does not exclude illegal alien employers . Does not exclude illegal alien employers
 
State grant to apprentice sponsors should exclude illegals – so should definition of “apprentice.”

  • The below email was sent on March 28, 2022 at 1:50 PM to Senators Mike Dugan, Bruce Thompson & Butch Miller who were on the Senate Economic Development Committee Chaired by Sen. Thompson. And to Reps Chuck Martin, Ginny Ehrhart, Kasey Carpenter, Katie Dempsey, Robert Dickey, Matt Dubnik, Rick Jasperse, Trey Kelly, David Knight, Dale Washburn, Marcus Wiedower and Rick Williams. The Reps were the Republicans on the House Higher Education Committee chaired by Rep. Chuck Martin that passed out Senate Bill 379.

“We cannot locate en exception for black market labor. Very grateful if anyone on the committee or any sponsors can help us find that exception.

**Advise adding: “Nothing contained in this Code section shall be construed to invalidate, override, or amend any licensing compact entered into by the State of Georgia or to permit the issuance of a benefit, state grant or direct payment without verification under Code Section 50-36-1.”

Rep. Martin, thank you for addressing one of my concerns ( I had two, apprentice and the Apprenticeship sponsor running an apprenticeship) on SB 379. I watched your hearing and the vote this morning. I still have a question on the eligibility of the entity that can receive the (up to) $10k payment from state coffers.

I don’t think the second question has been addressed. Please correct me if I missed it?

* What if this guy had some kind of apprenticeship program and claims “apprenticeship sponsor” status? ( I am asking, not telling). Could he still participate and create an apprenticeship program – and get state money? Georgia is over run by illegal aliens operating businesses.

it seems like the belt and suspenders concept would change the “or” to “and?” – & why not add requirement that all concerned be either U.S. citizens or LPRs?

I only noticed this language yesterday just before I called and emailed you. Sorry for the confusing email yesterday. I have not seen the USDOL language on any of this.

If I am missing something. pleas let me know?

Ms. Harris,

Please send me a copy of any and all documents (or a link to these documents) that explain and define acceptable ID for submission by registered apprentices as per your statement “”we also require a copy of IDs for all registered apprentices.”

Please send me a copy of the document that explains the TCSG ID submission to the registered apprentice.

“Good Morning,

Upon review of TCSG’s apprenticeship-related documents, we have identified two documents (attached PowerPoint and MOU Template) that include information on the requirement to provide a copy of the photo identification of the apprentice. TCSG collects photo identification to administer apprenticeship-related funding, specifically the HDCI program.

Our office does not have a publicly defined list of acceptable photo identifications to administer apprenticeship grants/funding, however, in practice, we request a government-issued photo identification.

The photo ID is used to verify that the apprentice information is correct and correctly corresponds with what is registered within the RAPIDS system. RAPIDS is the USDOL-registered apprenticeship database and apprentice management system that is managed by the federal Office of Apprenticeship. Per USDOL, registered apprentices are required to be employees of the employer. The federal USDOL, USCIS, or SSA would have further information regarding documentation requirements around employment.

We need your help to continue our pro-enforcement work

We need financial help to continue to fight illegal immigration in Georgia.

The Dustin Inman Society has been active since 2005 and we are proud of the fact that we have made a difference. I have decided to continue for another year. The 2024 state legislative session will be my 19th. The difference between now and when I started is worthy of a book. Honest.

I am very uncomfortable doing it, but am asking for your help to pay the various expenses involved in opposing the corporate-funded, anti-enforcement leftists, the liberal media, the anything-for-a buck business lobby and some Republicans in government – all of whom push to reward and encourage illegal aliens in Georgia.

* Many of the illegal immigration-related laws we worked to get passed here in Georgia are not being enforced.

* Georgia is home to more illegals than Arizona and Atlanta alone has seen more than 46,000 “migrants” arrive since 2021.

* There is at least one state pro-enforcement bill coming in 2024. More info soon.

With your help, we were successful in stopping several incredibly bad bills under the Gold Dome last session. One example? HB 131 from Rep Kasey Carpenter (R) would grant “instate tuition” in our public colleges to some of Georgia’s illegal aliens while Americans and legal immigrants from other states pay three times as much in the same schools.

There are more bad bills pending and coming in January.

*  A Gold Dome parking pass costs $650.00 for the 2024 session in Atlanta. I go to the Capitol often to watch committee hearings.

Without apology, we regularly point out that Gov. Kemp has not enforced our existing sanctuary city policies and has not honored his 2018 campaign promise on “criminal illegals.”

We will continue to expose the facts left out of “the news.”

*  Georgia now has sanctuary counties.

We are looking forward to our pro-enforcement work for another year but we are long out of personal funds.

We are sorry to inform you that D.A. King, President and founder of the Dustin Inman Society, has left us.

Donald (“D.A.”) Arthur King, 1 April 1952 – 5 March 2025.

D.A. King left this life and his work for the nation that he loved, confident that he has done his best. D.A. passed on peacefully after a private battle with cancer.

“Once a Marine, always a Marine” – D.A. was always visibly proud of his service and his honorable discharge from the U.S. Marine Corps (1970-1976).

D.A. described himself as “pro-enforcement” on immigration and borders, an issue on which he dedicated the last 21 years of his life as an expert activist, writer and public speaker.
